Honourable Shilunga, born on 25 May 1970, in Okadila, Oshana Region, boasts a diverse career path enriched with experiences across various sectors.

Having initially served as a teacher and registered nurse, she transitioned into roles of increasing responsibility. Notably, she held positions at the Office of the President, serving as a Liaison Officer for the Department of Women Affairs, where she oversaw operations in both the Oshana and Omusati regions. Additionally, she contributed her expertise to the Ministry of Gender and Child Welfare, assuming the role of Chief Liaison Officer.

Throughout her career, Honourable Shilunga's dedication extended beyond her professional roles. She actively participated in committees such as the Advisory Committee of Skill Share International in Namibia and the Women and Child Protection Unit Committee in Oshana Region. Moreover, her involvement with the Prison's Zonal Release Board underscored her commitment to community welfare.

Presently, Honourable Shilunga serves as the Chairperson of the Namibia Energy Council and remains an integral member of the SWAPO Party Women's Council. Her extensive contributions also include roles as Senior Chief Community Liaison Officer at the Ministry of Gender Equality and Child Welfare.

With a fervent interest in the extractive industry and rural electrification, Honourable Shilunga continues to make impactful strides in her field.

Education-wise, she holds a Master's Degree in Public Policy and Administration from the University of Namibia and the ISS, Netherlands, as well as a Master's in Business Administration from the Eastern Southern Africa Management Institute (ESAMI). Furthermore, she earned a Bachelor's Degree in Nursing Education and Community Health and a Diploma in Nursing Sciences, both from the University of Namibia. Recently, she obtained her LLB degree from the University of Namibia, further enriching her academic portfolio.
